Some people don't give a fuck, meaning they don't care. You cannot force someone to give a fuck (care). That comes from the heart. But you can make it extremely painful not to give a fuck (care) so as to force compliance.
For example, when I was a kid people let there dogs shit everywhere and tossed trash and threw litter on the ground. At that time it was very common to step in dog shit and see litter everywhere. That was until there was a fine for not collecting your dog shit and littering.
Now it is extremely uncommon to step in dog shit or see litter as people know it will cost them personally for fucking over the collective. People still don't give a fuck. They just take care so they don't get fined.
